EU COMMISSION IMPLEMENTING REGULATION “UPDATING THE MONITORING AND REPORTING OF GREENHOUSE GAS EMISSIONS”

The European Commission has issued Implementing Regulation (EU) 2023/2122, which amends Regulation 2018/2066/EU, rewriting the rules for monitoring and reporting greenhouse gas emissions and activity data in the Emission Trading Scheme (Phase 4 of the EU-ETS).

The measure also concerns waste-to-energy plants (plants carrying out combustion activities with a nominal thermal power above 20 MW), for which inclusion in the ETS is foreseen as of 1 January 2024 exclusively for monitoring, reporting, verification and accreditation of emissions: Member States will have to report the verified emissions of each municipal waste-to-energy plant by April, 30 each year, while operators will have to submit an emissions report to the competent authority by March, 31 each year.
