UTILITATIS FOUNDATION “GREEN BOOK 2023 – DATA ON URBAN WASTE MANAGEMENT IN ITALY”

The Green Book 2023, the reference monograph for the waste sector in Italy promoted by Utilitalia and edited by the Utilitatis Foundation, in collaboration with ISPRA and with the participation of Enea and Ancitel Energia e Ambiente, was presented on 5 June.
The document contains a snapshot of the sector in which the reference regulatory context, the local governance and management aspects, the results achieved by the operators from an economic and equity standpoint, and the expenditure incurred by the end users receiving the urban hygiene service are analysed.

Some key points proposed by the report are:
– In our country, the evolution of the regulatory framework has led to the definition of the National Strategy for the Circular Economy, the National Waste Management Programme and the Minimum Environmental Criteria for the entrusting of the urban waste collection service.
– In Italy, after the pandemic, the production of urban waste is increasing, reaching 502 kg per inhabitant in 2021, with a variation of +3% compared to 2020. However, this growth is lower than socio-economic indicators such as GDP (+6.7%) and household consumption (+5.3%).
– Separate waste collection is also growing, reaching 64% of national production in 2021, while the per capita amount is 272 kg.
– The percentage of preparation for reuse and recycling is stationary at around 48% as of 2019, while landfilling still accounts for 19% of municipal waste in 2021.
– At the national level, the type of management entrusted is mainly public (40%), while in the South private operators prevail (48%)
